The University of Vitez bases its vision of the future on the assumption that societies in the region of Southeast and Eastern Europe are undergoing processes of change, reform, and transition toward a civil democratic society characterized by parliamentary pluralism, the rule of law, the supremacy of law, and a market economy with the dominance of private ownership.
Without a doubt, this new era requires new, in-depth knowledge, which primarily means a step forward from the existing cultural and civilizational environment of Bosnia and Herzegovina toward a new worldview and a different approach to economics, the legal system, healthcare, information dissemination, and knowledge acquisition.
A holistic approach to the phenomenon of “well-being” for each individual implies the improvement of their individual and family health, the democratization of knowledge, free decision-making and responsibility, ensuring quality of life, and the integration of the individual with their social environment, family, and local community.
Within these tasks, the University of Vitez seeks to take on the role and responsibility of an educator.
The goal of the University
is to implement the Bologna Process through an advanced and modern study program and to enable recognition of diplomas throughout Europe, based on the high quality of professors and assistants, thereby enriching students with knowledge and skills.

Governing Body of the University

The mission of the University is to encourage students’ creativity and intellectual development, preparing them for the challenges of the global labor market. The University of Vitez offers a full range of study programs across four faculties.
The University of Vitez is not only an academic center, but also an active member of the local and global community.
Rectorate
It is a unique business and economic entity whose internal structure, including the specification of business functions of the University’s organizational units, is defined. The Rectorate consists of the Rector and Vice-Rectors, as well as supporting administration (deans, executive director, general secretary, Director of the Institute, and Director of the Quality Center).
The Rectorate is the advisory body of the Rector.

The University of Vitez, as needed, has Vice-Rectors, namely:
- Vice-Rector for Teaching and Quality Assurance,
- Vice-Rector for International Cooperation and Scientific Research,
The Rector has the following rights and obligations:
- Represents and acts on behalf of the University in accordance with the powers granted by this Statute,
- With the approval and consent of the Governing Council, adopts general and individual acts in accordance with the law and this Statute,
- Proposes to the Governing Council a candidate for the position of Executive Director at the University,
- Proposes to the Governing Council and the Senate of the University measures for the efficient and lawful performance of the University’s activities,
- Proposes to the Governing Council and the Senate the foundations of the University’s work and development plans,
- Proposes to the Senate a candidate for Vice-Rector,
- Proposes to the Governing Council the internal organization and systematization of job positions of the University and its organizational units,
- Proposes to the Senate the dismissal of the Vice-Rector,
- Implements the decisions of the Governing Council and the Senate of the University and other University bodies,
- Decides on the rights, obligations, and responsibilities of the University’s employees,
- Submits to the Governing Council a report on work and financial operations of the University at least once a year or upon its request,
- Convenes and presides over meetings of the Senate,
- Submits reports on academic matters at the University to the Senate,
- Performs other duties in accordance with the law and this Statute.
Senate
is the highest academic body of the University responsible for all academic matters, and in particular for issues related to the teaching, scientific, and professional activities of the University.
The Senate of the University consists of:
- rector
- vice-rectors
- deans
- vice-deans
- one representative of the teaching staff from each faculty who is employed
- Head of the University Institute
- Head of the Quality Center
- Head of the Office for International Cooperation and ERASMUS+
- one representative of students from the first, second, and third cycle of studies, elected by the University Student Parliament
- President of the Student Parliament
- one representative of assistants/senior assistants who are employed, elected by assistants and senior assistants from among themselves
The Senate has the following competencies:
- monitors the implementation of the University’s development from the perspective of achieving teaching, academic, research, and professional work through analyses, annual reports of the heads of organizational units, as well as in other ways
- adopts the statute of the higher education institution with prior opinion and consent of the Governing Council
- adopts the ethical code, code of conduct and dress code in the higher education institution, and general acts in accordance with the law and this Statute

- decides on all academic matters, and in particular on issues related to the teaching, scientific, and professional activities of the University
- decides on unconditional enrollment of students into higher years of study
- decides on extraordinary examination periods
- reviews reports and forwards them for adoption to the Governing Council in accordance with the law
- proposes the University’s annual work program to the Governing Council
- elects the Rector of the University upon the proposal of the Governing Council
- elects Vice-Rectors upon the proposal of the Rector
- reviews proposals from organizational units regarding the implementation of study programs in cooperation with domestic and foreign higher education institutions, which may result in the issuance of double or joint diplomas
- elects the head of the organizational unit/dean upon the proposal of the Scientific-Teaching Council
- gives consent for announcing calls for academic/scientific-research positions upon the proposal of the Scientific-Teaching Council of the organizational unit
- selects academic and scientific-research staff upon the proposal of the Scientific-Teaching Council of the faculty, in the manner and according to the procedure defined by law and the Regulations on Academic Titles
- appoints committees in the process of obtaining the academic title of Doctor of Science upon the proposal of the faculty’s Scientific-Teaching Council
- awards the honorary title of professor emeritus, and the honorary doctorate of the University
- initiates with the Governing Council the consideration of issues within the domain of organization and reorganization of the University
- approves the feasibility study on the justification for establishing new organizational units and/or reorganizing existing ones
- gives consent to the decision on establishing legal entities for educational and research purposes
- performs other duties in accordance with the law and this Statute
Governing Council
consists of nine (9) members, of which eight members are appointed by the Founders, and one member by the University Senate. The Governing Council is represented and chaired by the President of the Governing Council.
Competencies of the Governing Council:
- gives consent and binding opinion on the Statute adopted by the Senate
- participates obligatorily in the drafting and amendment of the Statute
- manages the property of the University
- with the opinion and upon the proposal of the Rector, approves and adopts the Rulebook on internal organization and systematization of job positions
- proposes and gives consent to the Senate for the appointment of the Rector
- determines the financial plan and development plan of the University
- adopts the annual work program upon the proposal of the Senate
- appoints the Executive Director
- adopts the financial plan and approves the annual financial statement
- upon the proposal of the Senate, adopts the Decision on the establishment and abolition of organizational units
- adopts the Decision on the establishment and abolition of other legal entities in accordance with the law and this Statute
- adopts other general acts in accordance with the law and this Statute
- with the consent of the founders, adopts a decision on the expansion or change of activities, name, and seat
- gives approval to the Rector for the dismissal/suspension of members of the scientific-teaching staff
- reviews and adopts the decision on the level of fees for covering study costs for each academic year
- directs, controls, and evaluates the work of the Rector and the Executive Director in the field of financial operations
- decides on the use of funds in an amount exceeding 10,000.00 KM
- is accountable to the founders for the financial results of the University’s operations
- submits a Business Report to the founders at least once a year
- decides on all extraordinary requests of University service users that directly affect the University’s revenue
- monitors the application of general acts and ensures legality and transparency of work at the University

- with the opinion of the Rector, adopts the development and work plan of the University and undertakes measures for its implementation
- decides on issues related to the general and material status of the University and its employees
- resolves complaints and appeals unless otherwise provided by law or this Statute
- appoints permanent or temporary committees for carrying out specific tasks within its scope of work
- performs other duties defined by law, this Statute, and other general acts of the University, which by their nature fall within the scope of work of the Governing Council
- The Governing Council decides on the distribution of profit and coverage of losses, on the University’s debt exceeding 10,000.00 KM, on the procurement of fixed assets above 10,000.00 KM, on status changes, and proposes to the founders the reduction or increase of founding capital, as well as decides on cooperation/association with other institutions.
- The Governing Council cannot, without the consent of the founders, make a decision on acquiring, encumbering, or disposing of real estate or other property of the University
- For matters that are of direct interest to academic staff, the Governing Council of the University must obtain the opinion of the University Senate
- For matters that are of direct interest to students, the opinion of the Student Parliament must be obtained

Library
An open-access academic library that systematically collects, professionally processes, preserves, stores, and provides access to library materials and information necessary for the implementation and improvement of the teaching and scientific process and scientific-research work at the faculties of the University.
